Create new Shipment

Click the "+" button to open the create new shipment dialog

Enter the basic shipment info and click "Create" button to register a new shipment

Create new CONSOL

There are two ways to create a new CONSOL.

1, User is able to create the new CONSOL in the edit shipment screen
2, Click the "+" button in the CONSOL module
